3504456 - Unable to create a "Field Change Rule" for standard field "questions"

Trying to create a business rule for Job Requisition using "Field Change Rule" the pre-screening question field (field ID "questions") does not appear in drop down to be selected.

SAP SuccessFactors Recruiting Management

1. go to: Admin Centre > Manage Rules in Recruiting 
2. select a Job Req template
3. under "Field Change Rules" expand "Field" dropdown
4. the pre-screening filed is not available in list
