3504683 - VSaaS - Admin recommended items are not displayed on the new Learning home page

Several items are recommended via the same assignment profile. Some of them are only displayed on the legacy Learning home page, they're not displayed on the Suggested For Me section on new Learning home page.

SAP SuccessFactors Learning

1. Login to SAP SuccessFactors Learning >
2. Navigate to the 'Suggested For Me' section on the new Learning home page >
3. Observe that only some recommended items are recommended >
4. Switch to the legacy Learning home page >
5. Navigate to the 'Recommendation' tile >
6. Observe that all recommended items are displayed.

The issue happens when the recommended items were not accessible to the a user at the time the recommendation was made by the admin. It was later added to one of the libraries which is accessible to the user through another assignment profile.
