3505146 - "Too Many Requests" error when registering to Zoom class

When attempting to register to a VLS Zoom class, the following error message is displayed:

User [USER_ID] could not be registered in the VLS event. Please note the error code and contact your VLS administrator.
VLS Error Code: Too Many Requests You Have exceeded the daily rate limit of (3) for meeting Perform batch registration API requests for the registrant (USER_EMAIL). You can resume these API requests at GMT 00:00:00.

SAP SuccessFactors Learning

1. Access Learning Administration>
2. Go to Learning Activities> Classes and search for a VLS Zoom Class>
3. Go to Registrations tabs and click on Add Users>
4. Add a user>
5. The error message is displayed.

Zoom does not support duplicate email usage between users. If instructors enroll on a class as a user with the same error message, the error message will be displayed when trying to enroll new users on the same class.
