To display and hide All Actions/Link in New People Profile

1. Search on employee profile (eg walker)

2. Show Spotlight

3. Click on the All Actions

Technically, we can get a full list of links and actions from the code, but the display logic is very complex, which depends on enablement of a module feature, RBP, custom links, and configuration of EC Quick Actions and so on. 

For 2405, what a user can see from the Action entry in New People Profile is consistent with what he/she can see from the quick card:

Go to directory search and search the user : “walker” and click the small card icon, compare the items with what sfadmin can see in “walker's” ‘s public profile.

For specific Action/Link items it is controlled by the related permission/role settings on the item from the access user. Here is an example:
