Candidates can apply without completing required field if onSave rule removed required field value in job application.

SAP SuccessFactors Recruiting Management

1. Create a business rule, remove some required field values if candidate adds invalid value into it
2. Set the rule as onSave rule in Manage Rules in Recruiting page
3. Access career site
4. Apply to a job requisition, fulfill the required field with invalid values
5. Click on "Apply" to submit the job application
6. See the job application is sent to SF with blank required fields

It's an expected behavior that the onSave rule runs after the required field validation.
Workaround to avoid such case happening again in the future:
-remove the rule from onSave
-add the rule to onChange part and link it with another required application field
