3507650 - Deployment is stuck with services having 0/0 replicas

When you run a deployment, services are getting stuck at 0/0 replicas when starting up, if you check the logs of the hcs-operator you will notice logs such as:

E0815 13:12:44.399246       1 sync.go:99] PodDisruptionBudget.policy "backgroundprocessing" is invalid: spec.maxUnavailable: Invalid value: intstr.IntOrString{Type:1, IntVal:0, StrVal:"NaN"}: a valid percent string must be a numeric string followed by an ending '%' (e.g. '1%',  or '93%', regex used for validation is '[0-9]+%')
