3508421 - OBD is not replicated to EWM, the queue is stuck in SMQ2 with a dump in ST22

Symptom

A user creates an OBD but it is not replicated to EWM side, there is a stuck queue in SMQ2 with error "An exception has occurred that was not caught.".
