3508870 - [USER_NAME] tag is showing User Id instead of new hire name in the bell notifications

• Notifications using the template NOTIFICATION_TEMPLATE_EMPLOYEECENTER_WORKASSIGNMENT_HIRE_FORMANAGER are showing the user ID instead of the user full name. 
• The Intelligent Services Center notification for the managers that get a new reporter is displaying the User ID from the user instead of the Full Name. 
• Notification text "Congratulation! You have a new direct report: [USER_NAME], with effective date [EFFECTIVE_DATE]" shows the user  ID instead of the display name in the tag [USER_NAME]

SAP SuccessFactors HCM 

1. Log into SuccessFactors as a manager or proxy one
2. From the notification bell in the header, check the new direct reporter notification: "Congratulation! You have a new direct report: [USER_NAME], with effective date [EFFECTIVE_DATE]"
3. Notice the notification is showing the user ID instead of the user display name

This issue is under investigation from our engineer team and a solution is expected to be delivered in the 2411 release.
