3508903 - SPAM: the calculation queue is consistent but does not match the target selected target packages

When using SPAM to upgrade component version, the calculated queue does not match the complete sp-levels of all uploaded packages. There is error message as below:

The calculated queue is consistent but does not match the selected target Packages

- Check the queue on the tab page "Calculated Queue"

- Change the target Package or copy the queue by choosing [Confirm Queue]

Using the above image as an example: for ST-PI 740, upgrade sp-level. The support packages up to SP27 are all uploaded to SPAM, but the calculated queue is only up to SP24, which means SP25-SP27 are not calculated into the queue.

(Note: "ST-PI" is only used as an example. In real situation, the impacted component, version, and sp-levels could be different.)
