Symptom
After CE2408 upgrade, journal entries are found within ledger 0E, although the commitment scope item 2I3 has not been activated.
To verify the data in 0E ledger, you can use one of the journal entry display apps (example app: Manage Journal Entries - New Version (F0717A)). In value help of Ledger Group selection, you will see the option for 0E ledger. Additionally, you can find entries in the Predictive Journal Entries tab.
New additional apps are added to your role for commitment reporting, example:

Cause
The Ledger 0E was part of the optional scope item (2I3) activation. This standalone optional feature was indirectly included in the standard scope item (6GD) in CE2408. If you have scope item 6GD, you will now see the 0E Predictive/Extension Ledger* (which is NOT a standard ledger) activated in your system. The 0E ledger as an extension ledger, will not negatively affect existing legal ledgers like 0L, 2L or other main ledgers. It will not negatively affect system performance. With this function activated, you will have the option to use Predictive Accounting.
* Extension Ledger: An extension ledger is used for management reporting and stores values for specific function like commitment posting – thus providing a flexible mechanism for adjustments and reporting.
Resolution
This optional feature will now create commitment entries in Ledger 0E when creating Purchase Orders (PO) or Purchase Requisitions (PR), even if you have not activated scope item 2I3.
There are two options available for customers who have indirectly received the predictive/extension ledger 0E:
OPTION 1 (Recommended): Keep the commitment functionality as is:
1. Keeping the commitment functionality as it currently is would be the best option. This approach is non-disruptive and actually adds value by providing visibility into the cost monitoring process for commitments. This functionality also offers transparency into anticipated future expenditures and allows for on-the-fly analysis through graphical and interactive user interfaces.
2. To make sure you can continue using commitment functionality without any issue, please do scope extension and bring scope 2I3 officially into the scope. 2I3 is included in current cloud subscription (meaning no additional subscription needed).

OPTION 2: If you do not want to use this feature, you can request to deactivate commitment management by creating a case under the SV-CLD-PC component.
1. By choosing this option, SAP will disable the commitment functionality through expert configuration.
2. The 0E ledger will still be visible in reports, but no new data will be added to it after deactivation. However, any existing data in the 0E ledger will remain unchanged.
3. If you decide to activate scope 2I3 in the future through scope extension, you will need to create a case for SAP under SV-CLD-PC. This will allow us to revert the expert configuration and reactivate the feature.
Please be aware that if scope item 6GD is not activated for all company codes, you may encounter the error RW001 “No unique header information transferred into Accounting” when creating a PO or PR. To resolve this issue promptly, please refer to KBA 3414692, which provides instructions on assigning ledger 0E to all company codes.
