3508983 - Past Time Slice Date issue of the Phased Contract

When creating the Phased Contract using the Solution Quotation API(API_BUS_SOLUTION_QUOTATION_SRV), if the 'End of Contract Time Slice' for Phase 1 is in the past, the error 'Time Slice End Date cannot be in the past' will appear in the Solution Quotation. This error prevents the execution of the 'Accept' action for the Solution Quotation, which ultimately prevents the creation of the follow-up contract document.
