3509433 - SAP instance cannot be started during installation with error message "ThSetGwParam : NiHostToAddr <hostname> failed" while checking SAPLOCALHOSTFULL

The SAP instance could not be started when SWPM called it. The error message below could be found in the log file dev_disp in the work folder of the SAP instance.
