3509874 - Layout-Oriented Storage Control is not triggered - SAP S/4HANA Cloud

The Layout-Oriented Storage Control(LOSC) is not triggered, only one warehouse task is created when move the stock internally.

There can be multiple cause, list 2 possible ones.

1. The Layout-Oriented Storage Control is handling units required. If the stock is not packed, LOSC will not triggered.
2. The "confirmation" flag cannot be set. Once it is set, the LOSC will be ignored.
