Customer does not use  Pre-day 1.

For customer not using Pre-day 1, in HRdata History, owner="" means the candidate

Here is the test in demo.

1. Create an attachment field with key and Form Code "uploadTestCandidate"

2. Initiate Onboarding and log in as the candidate to complete NES step.

3. Upload the attachment as the candidate

4. Check HRdata History form Super Admin, and find owner=""
