3510876 - DB6: SQL0607N "TRANSFER OWNERSHIP" is not defined for system objects

Symptom

System copy fails with following errors:

transfer ownership of tablespace SYSTOOLSTMPSPACE to user DB2ABC preserve privileges
DB21034E  The command was processed as an SQL statement because it was not a 
valid Command Line Processor command.  During SQL processing it returned:
SQL0607N  "TRANSFER OWNERSHIP" is not defined for system objects.  
SQLSTATE=42832
