3510925 - DB6: db2start fails with SQL6031N reason code 11

Symptom

Database instance can not be started up.

> db2start
SQL6031N  Error in the db2nodes.cfg file at line number "0".  Reason code "11".

Command "db2set -all" returns no result.

db2support file collection fails with following error:

Output file is "/db2/db2dbc/db2support.zip"
     Error: Unable to access system file with Reason code "-6031 (db2supdbinfo.C:200)".
