3511555 - After upgrading S4, users cannot logon to the WebGUI service due to a permission error

Symptom

Post upgrade of S/4 HANA / SAP_BASIS users can no longer logon to the SAPGUI for HTML / WebGUI service due to a permission error.

Trying to start SAP GUI for HTML (WebGUI) one gets an error in the Browser "500 No authorization to call transaction SMEN" appears.
