Is there a Fiori App equivalent for SU53 on S/4HANA Public Cloud Edition (PCE)?

Such functionality is not available directly via a Fiori App present on the Fiori App Library (SAP Fiori Apps Reference Library (ondemand.com))

As no equivalent exists, the best approach is to use the Display Authorization Trace (F4106) App.

One may activate the trace for the relevant users and verify the given authorization errors, similar to what SU53 would do.
