3511830 - Error "There is no currently valid standard address" when creating BP in MDG

Symptom

In MDG change request, when creating new BP, there is error "MDG_BS_BP_CHECK 070 - There is no currently valid standard address".
The issue only happens for users with specific time zone setting.
