3512499 - No IOT5 inspection lot created, error /SCWM/QINSP131 "No inspection rule could be found for stock"

Symptom

In embedded EWM, IOT5 warehouse-internal (ad-hoc) inspection is triggered by either selecting a stock item in warehouse monitor (transaction /SCWM/MON), or by running report /SCWM/R_STOCK_TYPE_CHANGE, or selecting the stock item in RFUI. No inspection lot is created, error appears:
"No inspection rule could be found for stock &1 &2 &3 &4. No Stock Change." (message /SCWM/QINSP 131).
