3513383 - PI NW7.5 upgrade and split EHP wizard failed with error "SXMB_CHECK_IS_CLIENT_SPECIFIED"

An upgrade of SAP dual-stack PI NW 7.40 to SAP PI NW 7.5 was performed, followed by the dual-stack split. However, after the upgrade and split, the PI Upgrade EHP Wizard failed to run.

When trying to run the wizard, the below error can be observed:
