3513935 - FAGLL03 Report Displaying Cleared Items as Open in Non-Leading Ledger

Symptom

The FAGLL03 report for non-leading ledger (or extension ledger) is incorrectly displaying cleared items as open items when the open items radio button is selected. This issue occurs in the non-leading ledger only, while the leading ledger (0L) displays the items correctly.
