3514120 - About budget and commitment carry forward in S/4HANA Cloud system

Need to know how to carry forward budget/commitment value in SAP S/4HANA Cloud system.

There is no tool for carry-forward of budget and commitment on non-PSM (not public sector managed) public cloud systems.

For budget control for WBS/projects, the time-range of budget can be chosen with annual budget or overall budget.
However, for budget control for cost centers, the time-range of budget can be chosen only with annual budget.

If annual budget time-range is chosen, then budget maintenance and budget check are always based on a specific fiscal year.

The fiscal year of a commitment is derived from delivery date of the purchase document.

The fiscal year of a GR (Goods Receipt) or IR (Invoice Receipt) is derived from posting date of the GR or IR.

As for specific using scenarios:

Assume that the open commitment of the PO was created on the fiscal year N(derived from delivery date of the PO), and the GR will be created with fiscal year N+1 (derived from posting date of the GR).

During the posting of GR, commitment would be reduced from fiscal year N, and actual cost would be added on fiscal year N+1. To avoid budget check error, then before the posting

• sufficient available budget has to be prepared on the fiscal year N+1, or
• the tolerance limits need to be increased in the corresponding budget availability control profile.

Alternatively,

• one can post the GR with fiscal year N by adjusting the posting date of the GR.
• Or, if one knows that GR would be posted on fiscal year N+1, then
• • one can think of changing the delivery date of the PO to let the open commitment of the PO be moved from fiscal year N to N+1, where before the changing sufficient available budget has to be prepared on the fiscal year N+1,
  • afterwards, no budget check error would be expected during posting a GR on fiscal year N+1 later.

One has to maintain budget or commitment or tolerance limits as above manually.
