3514585 - Purged DocuSign Envelopes for Onboarding that has never been deleted behavior - Onboarding 1.0

• DocuSign envelopes are getting deleted even if the ONB activity has never been deleted.
• New DocuSign envelope generated when the activity was restarted.

• Whenever the restart happens, if specific step envelope is not signed which is "Awaiting Signatures" then system will delete the envelope that time itself. If that envelope is already signed then system will mark it as DiscardedEnvelope.
• Then everyday will run a job in the background, which will pick theses discarded envelopes and send a call to DocuSign to purge the same hence this is an expected behavior.
