3514936 - User Can View Competency Section in Spotlight View of other Employees without Granted Permission

In the new Spotlight, user B can still view user A's competencies and skills in Spotlight, despite user A not being part of user B's target population for attribute view.

1. Log in to instance.
2. Proxy as user B and go to user A's profile.
3. Observe skills and competencies portlet is visible, despite not having granted permissions.

The competencies/skills are displayed by default and are not configurable. The TIH/growth portfolio RBP settings do not control the display on the spotlight cards here.

The cards in spotlight show up to five skills/competencies that the profile owner's passionate about and their ratings from Growth Portfolio. If the profile owner hasn't marked any skill/competency as their passion in Growth Portfolio, the card shows top five highest rated skills/competencies.
