3515984 - System for Cross-domain Identity Management (SCIM) returns error "Read-only access because HCM integration is active"

Symptom

Using the POST method for API "System for Cross-domain Identity Management (SCIM)" to create business user in SAP S/4HANA Cloud system.
Communication Scenario "System for Cross-domain Identity Management Integration" (SAP_COM_0465) is used.
Error "Read-only access because HCM integration is active" returns and not able to create business users to the system.
