3516135 - Approver remains original user even though auto delegation is enabled in Manage Data

Symptom

Auto Delegate Config is created for user A, and the delegatee is user B. When the workflow is initiated, and user A is a step approver in this workflow, it still shows user A in "Workflow Participants".
