Symptom

In HADR environment, DSI gets down with below error:

   ERROR #5216 DSI EXEC(xxx(x) xxx.xxx) - eneric/dsi/dsiutil.c(546)
   The interface function 'RCIDescribeParam' returns FAIL for database 'xxx.xxx'. See messages from the interface function for more information.
