3517656 - SUM Error "Login failed for user 'NT AUTHORITY\ANONYMOUS LOGON'

Symptom

Running SUM tool  with  user <sid>adm ,  it fails  a login on the SQL Server DB.   In  the SUM  logs  you can find errors similar to the following:

DBSL trace (D:/depot/bas/754_REL/src/dbs/mss/slodbc.c:2971): Network connection used from XXXXXXX to YYYYYYY using tcp:YYYYYYY
DBSL trace (D:/depot/bas/754_REL/src/dbs/mss/slodbc.c:20832): ERROR: -1 in function SQLConnectWithRetry (SQLConnectWithRetry) [line 3281]
DBSL trace (D:/depot/bas/754_REL/src/dbs/mss/slodbc.c:20833): (18456) [28000] [Microsoft][ODBC Driver 17 for SQL Server][SQL Server]Login failed for user 'NT AUTHORITY\ANONYMOUS LOGON'.

Or in SQL Error logs:

Logon Login failed for user 'NT AUTHORITY\ANONYMOUS LOGON'. Reason: Could not find a login matching the name provided.
