3517755 - PCC: Unable to save new process in Manage Process Application

• When attempting to save a new payroll process in the Payroll Control Center, an error message is displayed "Unable to save new process."
• The error occurs when trying to add a new payroll period or validate the process.
• When clicked on more Info, the description of the error message says "Team member &#####& is not allowed".
