When creating the communication scenario for the blocking of Business Partners, the Communication Arrangements SAP_COM_0091 is not available.

SAP S/4HANA Cloud Public Edition 

1. Access the SAP Fiori launchpad.

2. Go to the Communication Arrangements app.

3. To create a new communication arrangement, choose New.

4. To create a communication arrangement for the standard business partner API, select SAP_COM_0091.
   
   The communication arrangement SAP_COM_0091 is not available

The main scoping item for the Blocking of Business Partners is not activated.

Please activate the following Scope Item:

Data Protection and Privacy (5LE)
