3517933 - Error "The steps cannot be loaded." appears when creating a PO/PR in Fiori apps - SAP S/4HANA

During the creation of a purchase requisition or purchase order using Fiori apps (e.g. Manage Purchase Requisitions Professional, Manage Purchase Orders), an error appears in the Approval Details tab:

"The steps cannot be loaded. Please try again later. If the problem persists, contact support."

This errors only appears while creating the document. After saving it, the workflow steps are loaded correctly.
