3517933 - Error "The steps cannot be loaded." appears in Approval Details tab - SAP S/4HANA

During the creation a purchasing document using Fiori apps (e.g. Manage Purchase Requisitions Professional, Manage Purchase Orders...), the error below appears in the Approval Details tab:
"The steps cannot be loaded. Please try again later. If the problem persists, contact support."

This errors only appears while creating the document. After saving it, the workflow steps are loaded correctly. 
If custom workflow is used, the error persists even after saving the document.
