3519183 - No data is processed by FI compression (FINS_ARC), even there are lines with BSTAT=C existing in ACDOCA

Symptom

After running FINS_ARC, no data has been processed, although in ACDOCA there are lines with BSTAT=C existing and FINS_ARC_ANALYZE is also showing lines should be deleted.
Below message can be seen in FINS_ARC_MONITOR:

No data needs to be processed in step FI_ARCH_COMPRESS in client xxx
