3519794 - Error occurred when uploading files on GOS attachment service

Symptom

Creating the attachments by GOS function in SAP GUI failed with the error message "An error occurred when uploading to SAP Knowledge Provider". Additionally, the error "no_authority" is reported on function module "SCMS_DOC_CREATE_FILE" or "SCMS_DOC_CREATE_FILES" in the SLG1 transaction.
The corresponding repository is the type "SAP System Database".
