Below setting are finished:

• APP Manage Commodity Codes
• Customizing Assign Numbering Scheme for Commodity Codes to Country/Region

But no commodity codes are determined for outbound deliveries during creation.

SAP S/4HANA Cloud Public Edition

It is possible that the source country and destination country are the same, it is no International Trade anymore which doesn't require commodity code.

The source country and destination country are determined by the address of shipping point and ship to party.

It is also displayed at APP Display Outbound delivery (APP ID VL03n) -> Header -> International Trade, field Departure Ctry/Reg. and Dest. Country/Region.
