3521270 - Could not start service in the SAP Web Dispatcher or/and icm

Symptom

In different scenarios a defined service does not start.

In the dev_icm or/and dev_webdisp the following messages appear:

[Thr <nr>] *** ERROR => IcmAddService: service <port nr> already exists [icxxserv.c 1286]
[Thr <nr>] *** WARNING => IcmAddService: Could not start service (rc=-23)...
[Thr <nr>] ***LOG IM4=> IcmAddService, (<port nr>&HTTPS&) [icxxserv.c 1502]
