3521647 - MPH can be submitted even when mandatory fields are not filled in - Onboarding 1.0 and Onboarding

During Manage Pending Hire step for onboarding candidate, recruiter can leave mandatory fields blank and still proceed further for data submission.

1. Go to candidate's "manage pending hire" page.
2. Some mandatory fields are not displayed on the main page but are hidden on the "Edit Details" page.
3. The mandatory fields on the "Edit Details" page are not filled out
4. Candidates can be submitted. 

There are 3 situations:

1. Mandatory fields on the main page are not filled in----> Cannot be submitted
2. Mandatory fields on the main page are filled in. Do not click on "Edit Details" and the mandatory fields in "Edit Details" are not filled in -----> Can be submitted
3. Mandatory fields on the main page are filled in. Clicking on ‘Edit Details’, but the mandatory fields in "Edit Details" are not filled in ----> Cannot be submitted

How to avoid this?

The only method: You can set up a warning message using the business rule to warn users not to omit information from "Edit Details".
