3522875 - Getting "MAX(1) violated for role SAP_BCSystemSystemDB.PartComponent" error message in LMDB Resynchronization

Symptom

The following symptoms are seen in the Solution Manager System:

  1. In LMDB when trying to perform "Resynchronize Technical System from SLD":
    MAX(1)  violated for role SAP_BCSystemSystemDB.PartComponent. Can not associate SAP_BCSystem with another SAP_HDBSystem.

  2. The SAP_LMDB_NOTIFY_LDB_0000000001 fails with the following:
    User SOLMAN_BTC has no authorization for activity 'display' of technical system...

  3. In LMDB Infrastructure, the following error message appears:
    No permission for user SOLMAN_BTC to display technical systems in namespace active
