3523211 - PPF actions don't change the status in ChaRM or ITSM transactions after upgrade to SolMan 7.2 SP19

Symptom

A status change action such as "Pass Urgent Change to Test" appears in the action dropdown list.

On clicking it, nothing happens, no errors, nothing shows in the logs
