3523251 - IT_VAT_DCL and usage of table RFUMSV00_BAL_IT - Credit Balance previous period

In S/4 Hana releases IT_VAT_DCL replace FOTV (FOT_B2A_ADMIN ), and can also be used instead of RFUMSV00.
The settings is the same reported into User Guide  attached to note 2470690  for FOTV and IT_VAT_DCL

Report RFUMSV00 fill table RFUMSV00_BAL_IT under field PROGRESSIVE_TOT, for Credit Balance previous period
IT_VAT_DCL do not fill table RFUMSV00_BAL_IT
