3523296 - Error "Export for transport type CBC is locked. No target System available." displays when releasing a TR using app Export Customizing Transports- SAP S/4HANA Cloud Public Edition

When trying to release a TR using Export Customizing Transports app, but getting the error message "Export for transport type CBC is locked. No target System available.".

SAP S/4HANA Cloud Public Edition 

1. Use app Export Customizing Transport
2. Try to release the TR 

There are three possible causes for this issue:

CAUSE 1:
The Test System is not provisioned yet and therefore there is not a Target System.

CAUSE 2:
Release this TR in a Partner Demo Tenant and the transports are not allowed in these types of systems. 

CAUSE 3:
The Flexible Transport Mode is inactive in the system.

The Flexible Transport Mode is a new functionality in S/4HANA Cloud that was released in the last upgrade. The mode has an impact on the business configuration transports at creation and export and on the import and forward options of all transport types. There are two "Transport Modes": The Simple one and the Flexible one.

Simple Transport Mode: This mode offers a basic functionality for transporting and reduces the possibility to end up in complex transport dependencies for business configuration transports.
Flexible Transport Mode: This mode offers the full flexibility of transports. It offers the possibility to create multiple business configuration transports in parallel, which could result in a dependency network across multiple transports.

  Access sequence is not added to ATO item yet. 

Check the solution for each cause:

SOLUTION 1:
Wait until the Test System is provisioned and then the transport will be allowed.

SOLUTION 2:
Wait until there is a permanent tenant (and not a demo one) and the transport will be allowed.

SOLUTION 3:
Activate Flexible Transport Mode in the system. These settings can be configured in the Extensibility Settings app of the Development System, and the activation will apply across the entire landscape. 

Follow these steps:

1. 1. Go to the 'Extensibility Settings' app.
   2. Turn ON the 'Flexible Transport Mode'.
