3523296 - Error "Export for transport type CBC is locked. No target System available." displays when releasing a TR using app Export Customizing Transports- SAP S/4HANA Cloud Public Edition

Unable to release the transport request using the 'Export Customizing Transport' app. The following error is displayed: 

• Target system not configured. Key dependency evaluation skipped.
• Export for transport type CBC locked. No target system available.

SAP S/4HANA Cloud Public Edition

1. Open 'Export Customizing Transport' App
2. Try to release the Transport request

There are three possible causes for this issue:

• Cause 1:
  No target system is provisioned. In the system landscape, there is no Test system yet. Can only start exporting transports once a test system has been ordered and provisioned.
• Cause 2:
  The transport request is being released in a Partner Demo Tenant, where transports are not allowed.
• Cause 3:
  Flexible Transport Mode is inactive in the system.
  • Flexible Transport Mode is a new functionality in SAP S/4HANA Cloud introduced in a recent upgrade. It impacts the creation and export of business configuration transports, as well as the import and forwarding options for all transport types. There are two "Transport Modes"
    • Simple Transport Mode: Offers basic functionality for transporting and reduces the risk of complex dependencies in business configuration transports.
    • Flexible Transport Mode: Offers full flexibility for transports, including the ability to create multiple business configuration transports in parallel, which may result in dependency networks across multiple transports.

Check the solution for each cause to resolve the issue:

• Solution 1:
  If the test system has already been ordered, raise a ticket to the XX-S4C-OPR-SRV component to check why the system is not set up. If the test system has not been ordered, initiate the ordering process. Once the test system is available, export should work. 
• Solution 2:
  Once a permanent tenant is available (instead of a demo tenant), the transport will be allowed.
• Solution 3:
  Activate Flexible Transport Mode in the system. These settings can be configured in the Extensibility Settings app of the Development System, and the activation will apply across the entire landscape. 
  • Follow these steps:
    • Go to the 'Extensibility Settings' app.
    • Turn ON the 'Flexible Transport Mode'.
