The issue is caused by missing permissions in the user's role.

Resolution

Review the Permissions to Higher Duty Assignments as per the Handbook: Enabling Role-Based Permissions for Higher Duty or Temporary Assignment | SAP Help Portal and make sure all of them are enabled.
