3523952 - Error Thrown When Dynamically Setting PGP Encryptor's User ID and Signer

Symptom

The Customer is not able to dynamically set the PGP user id and signer user Id, using headers or properties.

error: 

Problem during PGP encrypting/signing: Cannot PGP encrypt message. No public encryption key found for the User Ids [${header.PGPKey}] in the public keyring. Either specify other User IDs or add correct public keys to the keyring.
