AS Java offline administration Config Tool (\usr\sap\<SID>\<instnr>\j2ee\configtool) fails to start with error:

Error occurred while scanning DB.
Msg: Error while connecting to DB.

configtool<x>trc log file shows:

Error occurred while scanning DB.
com.sap.engine.frame.core.configuration.ConfigurationException: Error while connecting to DB.
[...]
Caused by: com.sap.sql.log.OpenSQLException: Could not instantiate class com.sap.sql.connect.OpenSQLDataSourceImpl.
