3526575 - HADR - RMA unresponsive for client to login on Standby host

• In some circumstance, the standby site RMA will be unresponsive to login when the primary site runs into the network outage situation.
  
  
• Using isql login RMA instance , raised the following information:
  CT-LIBRARY error: ct_connect(): user api layer: internal Client Library error: Read from the server has timed out.
  CT-LIBRARY error: ct_connect(): network packet layer: internal net library error: Net-lib operation timed out
