3527303 - Unable to update goal rating via import even if the rating field is not calculated through MLT - Goal Management

The goal rating cannot be imported even if the rating field is not generated through the metric lookup table. When using the Import Performance Goals tool to update the goal, the "rating" field becomes "-" in the User Interface (UI) and -999999 in the report.
