3527636 - Unable to change the 'Billing Element' flag for existing WBS Elements

When navigating to the 'Project Planning' app, user is unable to interact/change the state of the 'Billing Element' option for existing WBS Elements.

SAP S/4HANA Cloud Public Edition

1. Open app 'Project Control - Enterprise Projects';
2. Search for a specific project and open it;
3. Click on Related apps > Project Planning;
4. Edit the project and try to change the 'Billing Element' checkbox;
5. Notice that it won't be possible to change the option.

A possible reason for this behavior is that the WBS Element is in Released status.

It is only possible to change the 'Billing element' flag for existing WBS Elements if the project and WBS Element are in the Created status.

For new WBS Elements, however, the 'Billing Element' flag is changeable before the first saving of projects with the Released or Partially Released status.
