Resolution
The Norwegian Tax Administration published a regulatory change to the SAF-T Financial file (SAF-T Regnskap) with version 1.3 on March 21, 2024. The legal change is expected to go into effect on January 1, 2025 and once it's effective, only version 1.3 of the SAF-T Financial file will be valid.
This information is based on legislation and regulations which could be subject to change at any time by the respective authorities. The information will be updated if required.
SAF-T version 1.3 for Norway is planned to be delivered in SAP S/4HANA Cloud Public Edition 2408 - hotfix 10. Please check the planned dates in the Regulatory Change Manager app for your solution, under the tab Product Impact:

What’s new in SAF-T Financial file version 1.3?
The new 1.3 version of the file will be delivered with changes to the XSD schema, including:
- Several structural changes to the XML file. Examples to these changes are:
- Changes to the TaxInformationStructure in GeneralLedgerEntries, where the element TaxAmount is replaced by elements for DebitTaxAmount and CreditTaxAmount.
- Changes to the AnalysisStructure in GeneralLedgerEntries, where the AnalysisAmount is replaced by elements for DebitAnalysisAmount and CreditAnalysisAmount.
- Changes in Customers and Suppliers in Masterfiles. The elements AccountID, OpeningDebitBalance / OpeningCreditBalance, ClosingDebitBalance / ClosingCreditBalance has been removed. Those elements are replaced by the new structure «BalanceAccountStructure», which allows the reference to one or more than one ledger accounts.
- The option to map company chart of accounts (CoA) to public standard chart of accounts is removed. The only available option in version 1.3 is the assignment of the chart of accounts to the business tax statement (næringspesifikasjonen) using the elements <GroupingCategory> and <GroupingCode>. These new grouping categories and grouping codes for mapping of company chart of account will be delivered together with the new SAF-T DRC report version 1.3.
Recommendation for preparation before SAF-T version 1.3 solution is delivered
- Start preparing the mapping of company chart of accounts to the business tax statement (næringsspesifikasjonen) using the GroupingCategory codes and GroupingCodes in, for example, a spreadsheet, so that it is ready when the solution is released with version 1.3.

Note that you must assign your company chart of account to both GroupingCategory (column A in csv file) and to the GroupingCode (column D). Interim accounts that cannot be mapped to any code in the Business Tax Statement must be given the value "NA". What is also new, is that there is only one common list with grouping category and grouping codes for all types of businesses, compared to earlier grouping categories where there was one per reporting scheme, for example, RF-1175.
In the Map Standard Account to Grouping Code configuration activity, the mapping for grouping category and codes will contain a new text column. The new list of group categories will have a sequential running number as a category code. The previous grouping categories remain the same to keep the compatibility with the previous versions. It’s not possible to enter new the grouping category and codes for version 1.3 in the existing table, so please prepare the mapping in, for example, a spreadsheet. However, the mapping table can change during development if deemed necessary by SAP without notice.
Please keep in mind that historic mapping of chart of accounts must be kept, according to Skatteetaten. This means that the actual mapping can vary, between periods and fiscal years. For those of you who have done the mapping of chart of accounts to public standard chart of account for periods prior to January 1, 2025, have to run SAF-T with version 1.2 if requested to submit SAF-T files for periods and years before January 1, 2025.
