EDI output channel isn't been delivered because there is no outbound service activated

SAP S/4HANA Cloud Public Edition 

The system doesn't have a communication user/system/arrangement maintained for EDI channel 

Maintain a correct Communication Arrangement/Communication System and Receiver/Service Provider for the respective Business Partner. Otherwise you get the error "No active outbound service could be found". This is not delivered as part of a part of Standard setup because the Receiver is unique to customers.
