3529372 - F3016 commitment still shows value when purchase order item is deleted

A purchase order item that was deleted and reactivated, and the item is deleted.

In table COOI, the deletion flag is activated. In reports KSB2 and S_ALR_87013620 the commitment for this PO shows 0.

In table ACDOCA, on the commitments ledger, for that PO, the sum of value still shows value XXXX, and XCOMMITMENT is activated for all of the entries in ACDOCA.

In App F3016 commitments by cost center, the commitment still shows value XXXX instead of 0.
